Youth policy came into being as a concept in the second half of last century when the Western European countries realized they need to develop a special long-term strategy that will respond to the needs of young citizens, which would not only have solved the problems of this social group, but in the long run it would ensure social development for all citizens. Youth policy as public policy has primarily developed within the Council of Europe, which is still considered to be a leading supranational organization in the field of youth policy.
