Unequal access to employment, education, health and housing has, over the past fifty years, undermined political and economic stability in regions as diverse as the Balkans, Northern Ireland, South Tyrol and Cyprus. However, while European academics, think tanks and policy-makers have focused on social and economic exclusion on the one hand, and minority rights on the other, few attempts have been made to link the two.
