This is arguably a misleading representation. In fact, the HCNM’s role has evolved over the past twenty years to become much more than that: arguably, the HCNM is now better understood as a “normative actor”. It is this unexpected, yet arguably crucially important, normative dimension of the HCNM that this commentary will reflect upon.
