Russia has bid for the right to host the Olympic Games four times in post-Soviet history. Sochi applied twice, and Moscow and Saint Petersburg both filed bids for the Summer Olympic Games. The possibility of Sochi hosting the Winter Games became the subject of discussion for the first time in the late 1980s. In 1989, the executive committee of the Sochi city council made a decision to send the bid for the 2002 Winter Olympics as suggested by the Olympic Committee of the USSR.
