This is true for traditional media, e.g. television, as well as the Internet. On the Internet, much is taking place without any government involvement at all, with new gatekeepers and individual actors outside the scope of regulation and only some relevant national legislation. The Internet as we know it today, is not the result of a force of nature, nor the logical consequence of technological necessities.
