As a result of the shifting borders, Schleswig-Holstein has developed as a multicultural and bilingual region. After signing the Bonn-Copenhagen Declarations in 1955 setting up the respective minority protection frameworks on both sides of the border, the governments of Denmark and Germany have focused on developing mechanisms to provide minority communities with a possibility for maintaining their language, culture and identity, and with the opportunity to enjoy fully their minority and citizenship rights.
