NTA, taken as a means of mitigating ethnic tensions, has been used in multiple fashions in Europe over the fall of the USSR. The implementation of NTA arrangements is becoming increasingly popular among governments, academics and minority activists alike, and its diffusion to other countries in Europe has recently been discussed.
