This report seeks to raise concerns regarding certain issues in relation to Montenegro Government’s 2nd and 3rd periodic report (hereinafter: the government report) to the United Nations Committee on the Elimination of All Forms of Racial Discrimination. As the government report has covered many issues, we do not seek to address all of them. Instead, after careful consideration of the government’s report, we focused on a number of particular issues of concern, notably with regards to discrimination towards women, minorities and migrants, and effective mechanisms to prevent and combat discrimination in Montenegro. To facilitate comparison of this report with the government report, we have addressed issues in the same order as they appear in the government report.
