The dominant nature of contemporary international relations is that they develop primarily through multilateral diplomacy within the large international relations, whereby bilateral diplomacy is seemingly of secondary importance. However bilateral diplomacy can significantly assist the policies of international organisations and associations towards the countries that aspire to membership. The bilateral relations between Bulgaria and Romania, and between those two countries and Serbia and Montenegro, exemplifies this principle, as it is primarily geared towards assisting the three countries to join NATO and the EU. The history of bilateral relations between these three countries has not always been positive and constructive, but the adopted policies of striving to gain accession to NATO and the EU, which is the key foreign policy orientation of all three countries, makes for an increasingly harmonious cooperation between them.
