In this brief analysis the aim is to investigate the current state of human resources units and the entire human resources system of the Macedonian civil service. The timing is appropriate because PAR is not a new process and sufficient time has passed to allow for assessing and evaluating the success of the reforms. Yet, as reforms of the public administration is still a hot issue, especially in relation to EU integration efforts and related EU requirements and critiques, perhaps it is also wise to re-think some aspects of PAR and come up with suggestions for a better functioning of the civil service and the wider public sector.
