This handbook is intended to inform civil society activists, community groups, citizens, and government officials about the advocacy process in Kosovo. It will provide information on how advocacy is conducted in Kosovo; the policies, procedures, and legislative process at the central and municipal levels; the constitutional duties and responsibilities of public institutions, including the Kosovo Assembly, the Government, and the judiciary; and the decision-making process, duties, and responsibilities of local governments. The handbook will also provide examples of successful advocacy in Kosovo. This handbook will serve as a guide to non-governmental organizations (NGOs), community groups, and citizens as they engage in the process of developing successful advocacy campaigns.
