In Poland, we are now at a crucial point in the process of programming the European funds under Cohesion Policy for 2014-2020. As Poland’s 16 voivodeships enter the last phase of negotiating their Regional Operational Programmes (ROPs) with the European Commission, they also prepare to release the implementation by-law documents – the Detailed Descriptions of Priorities and project selection criteria, which will outline exactly who and on what terms will be able to apply for funding from the EU budget. These documents will also determine whether Poland will fully exploit the EU funds’ potential for the country’s sustainable development. This report is an evaluation of the ROP provisions developed so far with regard to low-carbon economy, with a particular focus on investments in renewable energy and energy retrofit of buildings. It also contains six recommendations for the last, crucial stage of preparing the implementation documents.
