The Policy Report concludes by arguing that EULEX, KFOR, the Government of Kosovo, and in particular the EU as a facilitator of the Dialogue, must pursue a strategy to address the remaining physical barricade over the Iber Bridge, the remaining ‘checkpoints’ that deter rule of law structures and customs officials from traveling freely throughout the north, and border control along Kosovo‘s porous northern border.
