While the Stability Pact was in many aspects directed by the international community, the RCC’s ambition is to create an overall ‘regional ownership’ of initiatives and tasks forces established in the RCC framework. While giving a broad overview of the work of the RCC the emphasis of this paper is on the achievements of the first year of regional cooperation with a focus on security cooperation, one of the priorities of the RCC.
